I've heard before that people are more willing to help others when they feel happier, which turns this quote into a circular, chicken-and-egg situation: if we help others, then we feel happier; if we feel happier, then we help others.
There's certainly a truth to this quote. How many times do we feel good about ourselves after putting somebody else down? And if we do feel good about ourselves--which I'm sure some people do, that's the whole point of bullying--then how long does it last? From personal experience, any self-esteem boost from fighting with another person will last about ten seconds.
